The decision by the Minister of Transport, Jean Ernest Massena Ngalle Bibehe, is contained in a press release dated 16 August 2023.

The Minister of Transport has decided to suspend the company Touristique Express SA from operating passenger road transport services for a period of 15 days. The reason for the suspension is “the serious violation of road traffic regulations that led to the death of nine people in the accident of August 9, 2023 and the failure to implement the measures that I ordered and that the company undertook to implement following the fatal accident of 9 May 2023 that led to the death of 15 people”, says the Minister.
These fines were imposed following two accidents in which a total of 24 people were killed, 15 on 9 July 2023 and a further nine on 9 August 2023. These fatal accidents, which left more than fifty people injured, occurred respectively on the Mbé Cliff in the Adamaoua Region and in Bindiba, in the East Region, where the Minister said that the Minister had decided to impose the fines.
In the last case, that is Mbé cliff, the Minister of Transport, Jean Ernest Massena Ngalle Bibehe, stated that “the initial results of the investigations show that this accident was the result of speeding, which led to the loss of control and the overturning of the bus with registration number LT 456 HK, driven by Issa Ousmanou”. The same document also penalises a driver from the Avenir de la Kadey company. The Minister decided to “suspend for a period of one year the driving licence N°OU-144626-13 of Mr Mohamadou Mansourou, driver of the bus involved, for serious failure to comply with the rules of the road resulting in the death of seven people”, which occurred on 8 August 2023 in Doumé, in the East region, and left 27 people injured.
