The 6th deputy Mayor of the Douala 5 Council, Jopseph Espoir Biyan has closed the Municipal Treasury in a bit to denounce the irresponsibility of the newly elected Mayor, Richard Nfeungwang.
After closing the Council’s treasury Monday August 17, Joseph Espoir Biyan expressed discontentment over the manner in which Richard Nfeungwang manages the affairs of the Council
